Government provided high risk health care (medicaid, medicare, etc.) for those with pre-existing conditions as well as private insurance subsidies for those x% above the poverty line who don’t qualify for medicaid paid for by a fee or a tax on all private insurance premiums ..
This model is used in just about every other industry to pay for externalities, including in telecom (my phone bill attached as an example) .. Why Obama decided to destroy private health insurance by regulating it to death in order to achieve something so basic rather than follow a simple tried and true model is beyond me ..
