When government employees use “1234” or “password” as their password to “highly secure” systems; you can hardly call that a “hacking”.

That’s like leaving your sandwich in a ziploc bag in the lunch room fridge, and subsequently claiming that another employee hacked your sandwich when it mysteriously disappears.
