According to the US State Department Counterterrorism Bureau, Sanaullah Ghafari is the overall Emir of ISKP, appointed to lead ISKP in June 2020, responsible for approving all ISKP operations throughout Afghanistan and arranging funding for operations.
State Dept. CT Bureau attached an ID card identifying him as a special guard for former first VP Amrullah Saleh’s office, who became first VP in February 2020.
This ID and associated rumor has been around since at least October, but it wasn’t until now that the US State Department confirmed the identity of Sanaullah as being the Emir of ISKP.
