Zabul had already negotiated with the Taliban back in June, but could not hand over Qalat until Ghani was pushed aside due to possible retribution from Ghani. By doing this quietly, the Afghan government officials of Zabul saved their people from the war.
Incidentally, that’s also likely why the internally displaced people in Zabul are so low, if any at all.
