Joe Biden funded ANDSF for $4 billion a year for 4 years, planned for war until 2024.
It was a war-time effort. The Taliban had cut off customs revenue at multiple border crossings and the ANDSF soldiers in rural outposts weren’t paid salaries and refused to fight, so Biden and NATO hatched up a plan to pay out $4 billion a year until 2024. Presumably, once the war was won by ANDSF and border crossing revenue had been restored, they would no longer need that money. Biden wanted the war and believed it may go on as long as 2024, was willing to condemn Afghans to war for at least that length of time.
